  RULES - GENERAL   DOMESTIC


1.   1. This organisation shall be called the SOLENT SOUTH ROAD FEDERATION with the headquarters at the Woolston Trade and Labour Club, Leighton Road, Woolston, Southampton. The lofts of all affiliated clubs (the club is the member) MUST be situated within a 45-mile radius of the Woolston Trade and Labour Club. Should a member of an affiliated club remove his loft to a place outside the area defined, his or her competitive membership of the SOLENT S.R. FEDERATION shall cease.

2. to 38   As per ROYAL PIGEON RACING ASSOCIATION STANDARD RULES 146/183.

39.   The committee of management will consist of: President, Chairperson, Vice Presidents, Treasurer, Secretary, Deputy Secretary, with a committee of not less than 10 and no more than 25 members to be elected individually each year.

40.   The Annual General Meeting shall be held before the third Sunday in December to elect officers, read the balance sheet and revised rules etc. All items for inclusion must be sent to the Secretary of the Federation at least 28 days prior to the meeting. The Federation Secretary will forward a copy of the agenda, to all affiliated clubs at least 14 days before the meeting.

41.   The Federation will hold 3 delegate meetings per year. Each club will be represented at a delegate meeting by ONE delegate for each 10 members part thereof. At the delegate meeting prior to the A.G.M. A race programme will be discussed so that the delegates can report back to their clubs for voting upon.

42.   Committee review crate birdage numbers with a view to reducing numbers per crate.

43.   The working expenses of the Federation shall be defrayed a sum of £18.00 per loft per annum to be paid on or before the 1st March in each year. Secretaries must send to the Federation Secretary by this date, names and addresses of all members of their organisation.
Clubs shall pay into the Federation for each club member a transporter fee of £10.00 per annum.
Clubs shall also pay a fee of £3.00 per club member to the Federation on or before the 1st March in each year, which shall constitute prize money for the season.

44.   All Federation accounts Must be settled by affiliated clubs within 14 days of receipt by all clubs. The birds of any club failing to comply with this rule will not be accepted until the said account is settled. Any account outstanding 14 days after it's issue shall be increased by £5.00 per week penalty. Federation accounts must be paid by cheque or money order crossed and made payable to the SOLENT S.R.FEDERATION. Cash will NOT be accepted.

45.   The Federation Secretary shall send duplicated copies of all minutes to the Chairperson and Secretary of any affiliated club that request them accompanied by a stamped addressed envelope and to all members of the management committee.

46.   The salaries of all paid officials of the Solent S.R. Federation shall be reviewed at the delegates meeting prior to the A.G.M. and shall be confirmed at the A.G.M.

47.   Election of new clubs applying for membership of the Solent S.R. Federation shall be decided by the Management Committee.

48.   The Federation Secretary shall furnish any information required to a press officer/s elected at the A.G.M.

49.   A race controller and a cup steward shall be appointed annually.

50.   Any member of an affiliated club flying in more than one affiliated Club shall pay Federation fees through each club he or she is a member of, other than transporter payments.

51.   No authorised cheque signatory of the Solent South Road Federation may sign any cheque that is not payable to a payee with the amount payable completed.

52.   PENALTY CLAUSE: Any contraventions of the rules of the Federation may entail disqualification.

53.   The Federation will elect a transport committee to deal with matters concerning the transporter.

54.   Anything not provided for in these rules shall be decided by the Committee whose decision shall be final and binding subject to appeal to the R.P.R.A. within 21 days.

55.   All persons travelling in the Federation transporter shall be fully insured including death, injury and medical expenses.

56.   The Federation Secretary shall not be permitted to accompany the pigeons to the liberation sites via the Solent Federation transporter.

57.   Any member of affiliated clubs who is a member of the club, but not a member of the Solent South Road Federation shall pay a fee of 50p to the Solent South Road Federation.

58.   All costs of the storage, insurance, general maintenance and MOT relating to the Federation transporter and trailer shall be funded from monies accrued in the transporter account.

59.   Any member club that affords a junior flying member (not to have attained his/her 18th birthday before the first race of the season), reduced club fees, shall be entitled to apply to the management committee of the Solent South Road Federation for the junior member reduced federation fees.

60.   In the event of equality of votes, the chairperson of the meeting shall have the casting vote.
